Apple developer certificate is the utility which allow developers to download signing certificates for iOS/mac/safari applications.Without Apple developer certificate developer can't get App IDs for applications, and without App ID developer can't create provision profile which necessary to deploy an application on device and upload on App store.

Step 1: Register as an Apple Developer by visiting: http://developer.apple.com/programs/register/
Step 2: Click on Get Started button on top left side.
Step 3: Choose any one option.
If you have not registered as an Apple developer or do not have an iTunes, Apple Online Store or MobileMe account, you will need to create an Apple ID, So choose Create an Apple ID.
And If you have already registered as an Apple developer or have an iTunes, Apple Online Store or MobileMe account, you can use your existing Apple ID to sign in, So choose Use an existing Apple ID.
Step 4: If u will choose Create an Apple ID, Fill all desired information and last you will find this screen .

Step 6: Click on Join Today under "Join the Developer Programs", you will find this screen:
Step 7: Click on Continue, fill all desired fields and at last you will find this screen:
During this process if you will apply as an individual then below screen with enrollment status will be unto "Purchase Program".
If you will apply as an Company then it will take some time(a week/15 days some times a month also) for verification to reach up to "Purchase Program" status.
Step 8: Just Download that Purchase Form(pdf) and send it according to mentioned information in it.
Step 9: Once you've completed your purchase, you will receive an Order Acknowledgement email from the Apple Online Store and an Activation email within 24 hours from Apple Developer Support. The email from Apple Developer Support will contain information on how to access the resources of your Program.
